Authorities believe that the attack targeted a police vehicle on routine patrol, which escaped the blast by mere seconds. The vehicle’s occupants remained unharmed, but civilians in the vicinity, who were shopping in preparation for the Islamic festival of Eid al-Fitr, were not as fortunate.
