Sudan’s Ruling Council Signals Openness to US–Saudi Peace Negotiations

Sudan’s ruling Sovereign Council said Wednesday in Port Sudan that it is prepared to work with the United States and Saudi Arabia to halt the country’s devastating conflict between the Sudanese Armed Forces and the Rapid Support Forces (RSF).

The announcement came after President Donald Trump said he would begin working on the crisis following a request from Saudi Crown Prince Mohammed bin Salman that the US help bring the war to an end.

The council, led by Army Gen. Abdel Fattah al-Burhan, publicly thanked Washington and Riyadh for “their continued efforts to stop Sudanese bloodshed.” The two-year war has killed tens of thousands and displaced nearly 12 million, making it one of the world’s largest humanitarian emergencies, according to widely published United Nations figures.

As diplomatic activity intensified, the European Union (EU) announced in Brussels on Thursday that it had imposed sanctions on RSF deputy commander Abdelrahim Hamdan Dagalo for “grave and ongoing atrocities,” following the group’s late-October seizure of El Fasher, the army’s final foothold in Darfur.

The EU said ethnically targeted killings and widespread sexual violence “may constitute war crimes and crimes against humanity.” The bloc also said it would expand its outreach to governments accused of enabling the conflict to curb the flow of weapons.

The Sudanese government, UN investigators, and international rights groups have repeatedly accused the United Arab Emirates of supplying weapons to the RSF, an allegation the UAE denies.
