US Gaza Aid Initiative Aims To Bypass Hamas Though Humanitarian Foundation

US envoy Steve Witkoff introduced the Gaza Humanitarian Foundation (GHF), a new American-backed initiative aimed at restoring aid access to the Gaza Strip through an independent and non-military mechanism. The 14-page plan, obtained by Ynet, outlines a sweeping effort to bypass traditional channels such as the UN, which Washington claims have failed to ensure transparency and prevent aid diversion to Hamas.

The foundation will establish four Secure Distribution Sites across Gaza, each serving up to 300,000 people in the initial phase, eventually aiming to reach 2 million. The sites will operate without military personnel, overseen instead by independent security teams and a global auditing firm. Aid packages — including food, medicine, and hygiene supplies — will be distributed strictly based on need.

Despite these assurances, the UN and several leading humanitarian organizations have refused to endorse or cooperate with GHF, citing concerns that the effort may further politicize aid and disrupt existing infrastructure. Critics argue that excluding UN coordination may complicate delivery and undercut neutrality. Some accused the US of enabling Israel’s broader policy of restricting aid to Gaza, especially as famine warnings escalate.
