Fatah officials have again placed the blame for the failure to make any progress on reconciliation with Hamas on the Gaza-based faction. The Ma’an news agency reported on Wednesday that the head of the Fatah committee dealing with reconciliation has for weeks been poised to travel to Gaza to work out details of a unity election with Hamas head Ismail Haniyyeh, but that the response to the Fatah proposal never came. But in what is viewed as a positive gesture, the Hamas government is allowing 120 Fatah members who fled the Gaza Strip when Hamas defeated Fatah in 2007 to return. Meanwhile, there are two reconciliation agreements that were signed in 2012 – one signed in Cairo and one in Doha – that remain un-implemented.
