Israel Seals Gaza Strip; No Progress to Report

Israeli Prime Minister Ehud Olmert on Monday ruled out negotiating for the return of Corporal Gilad Shalit who was kidnapped on Sunday during a Palestinian raid on an Israeli army position. Olmert said the "first step in a series of steps" is to seal off the Gaza Strip. "No one goes out and no one goes in," he said. It is not believed that the Israelis know where Shalit is being held, nor is it believed that Is’mail Haniyya, the Palestinian prime minister, is in control of events. Observers say the operation is apparently under the control of Khalid Mash’al, Hamas’s leader-in-exile in Damascus. Haniyya and most Palestinian ministers appear to favor returning the soldier rather than allowing the situation in Gaza to deteriorate further. Egyptian, French and Jordanian diplomats have been in the forefront of efforts to negotiate with Hamas. There is a strong belief that Shalit’s captors will try to move him into Egypt, where they have less fear of the population exposing his whereabouts. On Monday, Olmert’s unity front began to show cracks as some members of parliament began to criticize his "no negotiations" stance and urged him to look toward a prisoner swap.
