Israeli Cabinet Fails to Agree on Implementation of Quartet Plan

Despite positive indications from Prime Minister Netanyahu regarding the Quartet’s plan to jumpstart talks between Israel and the Palestinians, Netanyahu was unable to get his sub-cabinet to agree on details of implementation. The Quartet (US; UN; EU; Russia) plan was for talks to resume within one month; proposals on borders and security issues presented within three months; and a final agreement in-hand by the end of next year. Meeting into the early hours of Wednesday, the security cabinet was unable to formulate Israel’s response. On Tuesday, the Obama administration condemned Israel for planning to build new housing units in the Jerusalem neighborhood of Gilo, calling it “counterproductive to our efforts to resume direct negotiations between the parties.” Palestinian Prime Minister Salam Fayyad criticized Netanyahu for “claiming no preconditions, but with this decision is putting preconditions on the ground.”
