One-third of the Iraqi population is in immediate need of emergency aid, according to a new report by the British charity Oxfam. The organization says that as many as eight million people lack sufficient water, sanitation, food, and shelter. It charged that the severity of the humanitarian crisis was being masked by the violence. Two million Iraqis have been displaced inside the country and two million more have fled to neighboring countries.
