Pakistan’s defense minister told a conference of Asian nations on Saturday that his country’s campaign against the Taliban in the Swat Valley was nearing completion. Sayyad Atar Ali reported a return to normal provisions of utilities and public services in the main city Mingora, but said full distribution of electricity might be two weeks away. Military operations in Swat began a month ago. Since that time, it is estimated that 2.5 million people have been left homeless.
