On the eve of the United Nations opening sessions and its annual parade of world leaders, Palestinian Authority President Mahmoud Abbas delivered an address at New York’s Cooper Union in which he admonished Israeli Prime Minister Binyamin Netanyahu to “end the occupation, make peace.” Abbas is pressing his new proposal that includes a nine-month period for talks with Israel predicated upon Israel agreeing to a three-year schedule for withdrawing from Palestinian-claimed lands. The absence of a timetable has long been a basic Palestinian criticism of the internationally-brokered efforts to secure an agreement with Israel.
