Fatah and Hamas set the tone for factional unity talks set to begin in Cairo on Thursday when they agreed to release members of the opposite side each group is holding. The prisoner swap is a rare positive sign that the sides are serious about emerging from Cairo with some form of unity agreement that will set the stage for a single government to represent Palestinians in both the West Bank and the Gaza Strip.
