A senior Palestinian official has confirmed that a resolution condemning Israel’s policy of building in areas acquired in the 1967 war has been drafted and will be presented to the U.N. Security Council in February. The timing is based on the Palestinians’ preference to proceed only after the United States surrenders its turn at the revolving presidency. Chief negotiator Sa’ib ‘Ariqat asserted that the measure was not a condemnation of Israel, but “a condemnation of an Israeli policy.” ‘Ariqat revealed a “Plan B”, saying that in the event the U.S. vetoes the resolution or it fails to pass, the Palestinian Authority will take the issue to the International Court of Justice.
