The British protest began by sending a low-level diplomat to Paris in contrast to foreign ministers representing other EU members. But other states had a hard time following Prime Minister May’s thinking. The new Prime Minister had her government vote in favor of Resolution 2334 but then issued a public rebuke of SecState Kerry after his speech explaining the Obama reasoning.
