Rice Returns; Israel Out of Time

U.S. Secretary of State Condoleezza Rice returned to Israel for the second time in a week on Saturday. Rice was believed to have been delivering an ultimatum to end the fighting phase of the Israel-Hizbullah hostilities, although she said no specific timetable was discussed during her dinner with Israeli Prime Minister Olmert. Rice was applauded by Israel during her previous trip for rejecting what she termed a "temporary solution," international pressure has apparently grown too great for the United States to continue to deflect calls for an end to Israel’s bombing of Lebanon. But Rice’s tone changed abruptly in the aftermath of the Israeli bombing of the village of Qana in which an estimated at more than fifty people, including more than twenty children, died [see below].  Rice is reportedly pushing a plan to insert what is being called an "international stabilization force" of between 10,000 and 30,000 troops in return for Israel giving up the area the Arab world calls Sheba Farms and Israel calls Har Dov. But an analyst at The Media Line points out that many will argue withdrawing from Sheba Farms/Har Dov is a clear concession to Hizbullah terrorism. The United Nations has certified that Israel withdrew from all Lebanese territory in 2000. Only Hizbullah continues to demand that it also cede that area. Israel had insisted that it will consider the withdrawal only after Hizbullah is disarmed in accordance with U.N. Security Council Resolution 1559. If Israel fails to abide by that position, it will be hard pressed to claim the success of its military operation. Prime Minister Olmert opened Sunday’s cabinet meeting by saying Israel is in no rush to end the fighting short of achieving its goals. But the goals he included, were arguably not the same ones cited at the outset of the crisis.
