Israel will have to first withdraw from all of the territory it took control of in 1967 if it wants to see a tangible peace deal with Syria. The point was driven home in the Syrian foreign minister’s speech to the Annapolis assemblage. The Saudi Arabian ambassador to the United States later told reporters at Annapolis that, "Normalization happens after there is peace." Abdel Al-Juber echoed the remarks of Foreign Minister Prince Saud Al-Faisal, saying that, "the peace initiative is very specific as to what it requires and is very specific as to what the payoff will be… you do not get the fruits of peace before you make peace, and we have made that very clear."
