TV: Israeli Opposition Head and Palestinian Authority President Agreed before 2015 Vote

Israel’s Channel 10 television reported on Sunday that prior to the 2015 general election, opposition chief Isaac Herzog held secret meetings with Palestinian Authority President Mahmoud Abbas and emerged with an agreement on what would form the basic points of an agreement between the two sides. The elements of the deal would be the establishment the 2002 Arab Peace Initiative as the framework for the agreement; cede an area equal to all of the land seized by Israel in 1967 to the Palestinians with some minor territorial compensation; east Jerusalem would be the Palestinian capital; Israel would withdraw from east neighborhoods but the entire city would be governed by a joint government. According to the daily Haaretz, the Temple Mount would be overseen by a multinational force while Israel retains sovereignty only around the Western Wall. Herzog also reportedly agreed to a formula for the so-called Palestinian “right of return” that has been dismissed by Israeli governments since it first appeared in the 2002 draft agreement: compensation paid to all “refugees” and admission to Israel of a specific number. The Palestinian leadership responded to word of the Herzog talks by saying there was no element of formal negotiations because Herzog is not the incumbent and cannot deliver. Haaretz reported that after losing the election, Herzog “shelved” the understandings.
