Afghan officials say that gunmen shot and killed 12 civilians, including six aid workers, in two separate incidents. Six of the men had been kidnapped on Sunday by the Taliban and killed after negotiations with the kidnappers failed. He said five of those killed for an international non-governmental organization. In a separate incident, six unidentified civilians were found dead by a roadside. The Taliban frequently targets government employees but the Heart province, where the attacks occurred, has been relatively stable.
