The United Nations Special Envoy for Syria, Staffan de Mistura, voiced outrage on Monday at an attack on an aid convoy heading to the divided northern city of Aleppo. “Our outrage at this attack is enormous … the convoy was the outcome of a long process of permission and preparations to assist isolated civilians,” de Mistura said, in a statement emailed to Reuters by his spokeswoman in Geneva. The attack on the aid convoy was the latest sign that a truce in Syria that held for a few days has come apart. Meanwhile, the governor of Homs said that the planned evacuation of several hundred Syrian rebels from their last positions in the city would be postponed for several days because he could not guarantee their safe passage. The evacuation is part of the Syrian’ government’s attempts to conclude local agreement with rebels in besieged areas.
