United States President George W. Bush implied that Syrians are working on a weapons of mass destruction (WMD) program in a new order issued on Wednesday.
Bush issued the WMD Proliferation Financing Executive Order, which carries an annex designating eight organizations in North Korea, Iran and Syria responsible for WMD and missile programs.

United States Treasury Secretary John Snow said in an announcement that the designation freezes any property the organizations may have under U.S. jurisdiction and prohibits Americans from doing business with them.
The order aims to prevent people dealing with WMD and missile programs from using the U.S. financial system to further their goals.
“Today’s action is just the first step in our efforts to dismantle the financial and support networks that facilitate WMD proliferation,” Snow said.
