He says so far they have shown no signs they are fighting terror.
Bush was speaking to reporters to celebrate three years in office.
Bush also rebuked Israel for continuing to build in the West Bank and Gaza.
He also criticized the path of Israel’s partially constructed security buffer.
He says there is a difference between security and creating facts on the ground.
