France Steps Up as Mediator in Israel-Hizbullah Conflict Amid Regional Tensions

As tensions continue to escalate between Israel and Hizbullah, France has proposed a series of measures to Lebanese authorities aimed at deescalating the ongoing conflict. French Foreign Minister Stéphane Séjourné announced the initiatives during a meeting Tuesday with Israeli Foreign Minister Israel Katz in Jerusalem, highlighting France’s commitment to act as an intermediary in the conflict that has intensified alongside the war in Gaza.

Over the past six months, Israel and Hizbullah have engaged in increasingly frequent and sophisticated cross-border strikes, raising concerns of a potential spillover into a wider regional conflict. These tensions are compounded by the displacement of thousands on both sides of the border due to continuous hostilities.

Séjourné, who recently visited Lebanon and met with officials including those close to Hizbullah, indicated that some progress had been made in discussions with Lebanese authorities. Central to France’s proposals is the full implementation of UN Resolution 1701, which aims to resolve the ongoing hostilities. However, Hizbullah has stated it will not engage in concrete discussions until a cease-fire is established in Gaza.

Amid these diplomatic efforts, Israel has expressed concerns over the security of its northern border, suggesting a potential military operation to ensure the safety of its citizens from rocket attacks, despite Hizbullah’s insistence on continuing the conflict until a Gaza cease-fire is achieved.

France, with its historic ties to Lebanon and significant presence in the region, including 700 troops as part of a UN peacekeeping force, has positioned itself as a key player in trying to mediate these long-standing disputes. The French proposal includes measures such as Hizbullah’s elite unit retreating 10 km from the Israeli border and Israel ceasing its strikes in southern Lebanon. These proposals have been discussed with global partners, including the US, which continues to exert significant influence over Israel.

Foreign Minister Katz expressed gratitude toward France for its assistance in intercepting Iranian missiles and drones during an April attack on Israel, underscoring the importance of regional cooperation in maintaining future security.
