In the aftermath of a catastrophic earthquake that struck southern Turkey in February 2023, many survivors are facing the government’s seizure of their properties for reconstruction efforts. Some were informed via text message that their property was being transferred to the Treasury under a recent amendment to an urban planning law. Urbanisation Minister Mehmet Ozhaseki stated the necessity of these new powers to speed up rebuilding, especially in regions like Hatay, which was among the hardest hit. Despite promises of new homes for those affected, the details regarding financial burdens and timelines remain vague, leaving many in limbo and prompting lawsuits against the government’s orders.

The situation is further complicated by delays in reconstruction and concerns over the enforcement of compulsory earthquake insurance, which often falls short of covering the full costs of rebuilding. As a result, many survivors, now living in temporary shelters, are challenging the legality and fairness of the property seizures, amid fears that politics may influence the redevelopment process and outcomes.
