“Six weeks ago, I laid out a comprehensive framework for how to achieve a cease-fire and bring the hostages home,” Biden shared on social media platform X. He continued, “There is still work to do, and these are complex issues, but that framework is now agreed to by both Israel and Hamas. My team is making progress, and I’m determined to get this done.”

The framework, which has been in negotiation under the watchful guidance of US officials, including CIA Director William Burn, aims to resolve the crisis in three stages. It involves a significant exchange involving the release of hostages and the withdrawal of Israeli Defense Forces from the Gaza Strip.
US National Security Advisor Jake Sullivan noted that while there are “miles to go” before a full cease-fire is achieved, the signs are more positive today than they have been in recent weeks. This sentiment is mirrored in the determination of US officials who have been in the region all week trying to finalize the details.
A Wednesday op-ed by a senior US official in the Washington Post revealed more about the proposed framework. According to the official, an “interim governance” plan is part of the deal, where neither Israel nor Hamas would control Gaza in the transition phase. Initially, 33 hostages would be released, leading up to the release of all male IDF soldiers held captive.
