Iran Receives 7 Prisoners From Kazakhstan Under Bilateral Agreement
Iran brought home seven of its citizens imprisoned in Kazakhstan on Saturday to complete their sentences in Iranian facilities, according to a report by the semiofficial Mehr news agency. The transfer was carried out under a prisoner exchange treaty signed between the two countries in 2016.
Iranian Deputy Justice Minister for Human Rights and International Affairs Askar Jalalian said the transfer was made possible through coordination between Iran’s Justice Ministry, Foreign Ministry, and its embassy in Astana. “This is the second group of Iranian convicts transferred from Kazakhstan to Iran in the past three months,” he noted.

The repatriation is part of Iran’s broader effort to bring home nationals incarcerated abroad through existing legal agreements. Since the start of the Iranian calendar year on March 21, 2025, authorities have secured the return of 156 Iranians jailed in foreign countries, according to Jalalian.
Iran has signed similar prisoner transfer treaties with several nations, enabling inmates to serve the remainder of their terms in their home country. The agreement with Kazakhstan was finalized in April 2016 and allows mutual cooperation on judicial matters, including extradition and transfer of convicted persons.
Iranian officials have promoted such transfers as a way to safeguard the rights of their citizens detained abroad and to allow their families better access during incarceration.
