US Unveils Additional Sanctions Targeting Hamas Officials and Financiers
The United States and the United Kingdom jointly announced a new round of sanctions against eight individuals associated with or directly involved in Hamas’ operations. State Department spokesperson Matthew Miller disclosed on Tuesday that the US Department of the Treasury (TREAS) is implementing the fourth set of sanctions against Hamas members or affiliates since their October 7 attack on southern Israel.
According to the Treasury’s Office of Foreign Assets Control (OFAC), the individuals in this round of sanctions have acted as liaisons for Hamas’ diplomatic and financial dealings with foreign entities. Under Secretary of the Treasury for Terrorism and Financial Intelligence, Brian E. Nelson stated, “Hamas continues to rely heavily on networks of well-placed officials and affiliates, exploiting seemingly permissive jurisdictions to direct fundraising campaigns for the group’s benefit and funneling those illicit proceeds to support its military activities in Gaza.”

The sanctioned individuals, operating in Turkey, Gaza, the West Bank, and Lebanon, include Ismail Barhum, Haroun Nasser Al-Din, Ali Baraka, Jihad Yaghmour, Maher Obeid, Nizar Awadallah, Hassan Al-Wardian, and Mehmet Kaya.
In collaboration with the US, the UK also imposed sanctions against seven individuals connected to Hamas and the Iranian-funded Palestinian Islamic Jihad (PIJ). UK Foreign Secretary David Cameron emphasized, “Hamas can have no future in Gaza. Today’s sanctions on Hamas and Palestinian Islamic Jihad will continue to cut off their access to funding and isolate them further.” The UK’s sanctions include Mahmoud Zahar, Akram al-Ajouri, Khaled Chouman, Rida Ali Khamis, Aiman Ahmad Al Duwaik, in addition to Obeid and Bakara mentioned in the US statement.
