Tel Aviv Rises to No. 4 in Global Startup Rankings Report

Tel Aviv has claimed the fourth spot in the 2025 Global Startup Ecosystem Report, released Monday in Paris by Startup Genome and the Global Entrepreneurship Network. The annual report, unveiled at the VivaTech conference in Paris, draws on data from more than 5 million companies across 350 innovation hubs worldwide, making it one of the most comprehensive analyses of the global startup economy.

Tel Aviv moved up one position from last year, with the report crediting the city’s consistent performance across sectors like artificial intelligence, cybersecurity, and life sciences. Between July 2022 and December 2024, Tel Aviv’s ecosystem generated $198 billion in total value through startup exits and valuations.

Mayor Ron Huldai praised the city’s sustained momentum: “Tel Aviv held steady—reinforcing its position as the #4 global startup ecosystem. This consistency reflects the deep foundations of our innovation ecosystem and the strength of our tech community.”

The report ranks Tel Aviv as a top 10 global ecosystem in knowledge, funding, and talent. Life sciences in the city saw a 25% growth, reaching $2.7 billion, while major international tech firms including Nvidia, Meta, and Alphabet expanded their local presence.

Tel Aviv’s appeal is also bolstered by over 180 multinational research and development centers, targeted tax incentives, and a planned $800 million innovation lab aimed at encouraging foreign investment.

“There’s no question in my mind Israel has the highest quality entrepreneurs in the world, full stop,” said Jeff Horing, co-founder and managing director of Insight Partners.

Startup Genome CEO JF Gauthier said Tel Aviv continues to outperform cities “three to 10 times its size.”
